Hurricane Harvey had an immense impact on several Gulf Coast, Fuels, Petrochemicals and other Manufacturing Sites, causing unplanned shutdowns. Due to the nature of the sudden upsets and shutdowns and subsequent start-ups, it was unknown whether any control, mechanical, or valve issues resulted. Any unforeseen issues have potential to propagate throughout the site, causing instabilities during start-ups.
