Management of Change (MOC) is perhaps the most complex business process to implement in a manufacturing facility as it touches just about every business process (i.e. procedural change, alarm change) all the way to organizational change. While the goal is to minimize the effects of employee turnover and reduce plant incidents, implementation of MOC can be quite challenging. OSHA Best Practices suggest that paper-based processes are no longer acceptable. In addition, poor close out of MOCs and the lack of administrative control during startups and shutdowns lead to additional operating risks. A large portion of companies process safety incidents occur during these operating phases. To further exacerbate things the lack of interoperability with plant information systems (i.e. MOCs tied to work orders and parts inventory), vetting out of business processes in isolation and departmental isolation all inhibit the ability of organizations to make timely risk informed decisions.
