Description:

Will today’s popular computer scheduling solutions solve your turnaround work integration and scheduling issues? Contrary to popular belief, they will not—not unless the various work scopes are combined and integrated, and the plant systems are the basis for the schedule. The systembased work package concept offers process plant owners and contractors a proven turnaround planning approach. It utilizes the plant process systems to define turnaround work packages and to organize maintenance and capital work into a truly consolidated plan. The concept emphasizes P&IDs (process and instrument diagrams) as a primary tool during early turnaround planning. Implementing the system-based planning concept logically incorporates plant decommissioning, mechanical packages, and commissioning activities into the plan. In fact, the activities associated with decommissioning and commissioning a process plant are treated as just another mechanical package that is scoped, planned, packaged, tracked, and progressed like any other set of mechanical work activities. The concept focuses on identifying the process systems and defining the PSSR (process system safety review) boundaries several months before turnaround begins and then structuring the execution plan around the resulting system/PSSR packages. This approach increases the efficiency of work package turnover and plant start-up. It also eliminates costly scope overlap, and effectively combines maintenance and capital scopes, thus reducing contractor work scope related conflicts. Contractor safety and productivity are also improved. Turnaround after turnaround, using the System-Based Work Package Development methodology results in achieving a truly integrated turnaround plan.
