In spite of the availability of scope optimization and scope challenge tools and techniques, many industry turnarounds do not achieve optimal performance due to ineffective scope identification and/or scope growth. A key barrier to improving performance is the subjectivity of the scope selection and optimization process. Effective application of risk based scope review (“RBSR”) tools pays off. Effective RBSR, however, require data, analysis, organizational discipline, and a significant investment in time. RBSRs can be streamlined and focused by benchmarking scope against a comparable set of assets. These scope benchmarks can be used to challenge and validate scope selection in a certain area or a class of equipment as well as provide a deeper understanding of the drivers behind cost and schedule.
