On August 6, the Federal Trade Commission issued its final rule “to prohibit market manipulation in the petroleum industry.” The final FTC market manipulation rule will take effect on November 4, 2009.

NPRA will host a seminar for its members and other interested companies and individuals to explore the details and ramifications of the final FTC rule on September 21, 2009, from 8 a.m. to 1 p.m. in Washington, D.C. The seminar will be divided into three parts: (1) a presentation by senior FTC staff, followed by Q&A, on the highlights and details of the market manipulation rule; (2) presentations by a series of FTC and petroleum market legal experts, followed by Q&A, on the nuances and potential impacts of the final rule on participants in the petroleum markets; and, (3) a panel of three internal NPRA member corporate counsel who will discuss their companies’ views on the final rule.

This seminar will be closed to the press and “off the record” to facilitate an open exchange of information and questions and answers.
